How long has the monti cap been in there? It looks pretty brown but like it's growing....? Stock lights?

The green monti cap was part of the package when I bought the system used three months ago. It was very pale when I first got it but now looks much healthy (I think). The lighting is Sunpod 70W 14K MH. Do I really need to move the cap upward? I am afraid I will burn it. Plus I think it looks good when it sits at the bottom. What about the Orange Monti Cap frag? Move it up too? I just got it a week ago from a local hobbist.
