Where to buy Pacific Northwest live rock?

I don't believe anyone does... and there are definitely some laws about collecting things but also some loopholes. 

 

You may be able to get some rock by buying anemones attached to it.

I live in the PNW, and there are laws about removing driftwood, rocks, etc...

 

Ive never had intrest looking into the laws.

You can get a license to grab items from tide pools and such. Limited but you are allowed. 

 

I too have thought about setting up a cold water tide pool tank, only problem is keeping water cool in summer time. 

 

For rock just grab normal reef saver, add sand from coast and any other smaller rocks/wood you want. The wood will need to be severely water logged before being in a tank.
