Goatfish have two whiskers up front to help them dig in the substrate and I don't see any but maybe that is due to how the pic was taken ...

I think it may just be the picture. I don't know of any other fish with that body shape?

Definitely looks a young bar tailed goatfish to me. A stressed one though. They can tuck their barbels up under their chin when they want to

Yes true, I didn't think of that, but that is indeed what may be the case and that's why I don't see them.
