The difference is that the latter has emergent sand, gravel, or pebbles, whereas the first simply refers to the interface, meaning it can be completely rocky or not. I've seen way more tanks that simulate shoreline or near-shore (like the tank in the link) tanks versus actual beach setups. The latter is done often in freshwater paludarium setups and mudskipper tanks, though. Link to comment
