Neutral until they start getting bigger. They won't harm your tank but you will not like them once they start to cover the sides of the tank. You should scrape them out. The will start to create a spiral shell. It is a tube worm-serpulid or something like that.

tippe is right. Not bad but they can get out of hand and then you have little spots everywhere.

I thought that it looked like a hydrozoan jelly but I didn't want to say so. They have been getting scraped off since I use my algae scrapper every other day. But I don't scrape them "out".
