I think you're off to a great start! I would remove the smaller rock and center the other one, this way you get better flow throughout the tank and you'll be able to scrape algae without disturbing the inhabitants. Remove the xenia (or isolate it by placing it directly on the sand bed, far away from glass and rocks), then fill it up with sps frags and maybe one small fish or a fancy shrimp. With that light, you should be able to keep anything you want if you keep up on weekly water changes. Replace the carbon bag with a bag of chemipure elite, or better yet buy a mini canister filter with a spray bar to increase circulation in the tank.
