What is it?

This is in my old 30 gallon under super low PC light. The tank sat empty with only heat and flow for the better part of a year and a half. Did a few water changes, and vacumed the sand a few times to "cook" everything, it's temporarily housing some stuff that's too good to toss, but the bubble-like stuf came back on it's own...
