Can anyone id this tube worm like thing?

I have noticed this very small tube worm like creature. The thing about it is that it has a trumpet like thing that extends out of the center of it's crown. I have never seen any thing like it. The only thing i think it might be close to being is a hard tube worm or cocoa tube worm? Please help because i am curious.

It dosn't look like a pest.I think that it is a young feather worm.
