Clown has something....Please help

For the past few days i have not witnessed my clown eating. He has been in the tank for 2 weeks now and was fine. Today i noticed some white spots on him (not his fins) they are raised. During this time he is not using his bottom set of fins at all but is very active. I tried to get a picture of the spots but when the picture came out there was nothing there. Im really not sure what is going on but he is stressed as it looks like he is panting. I raised my oxygen exchange to see if that would help but still nothing. BTW he is pooping so he has to be eating something. I was using flake and he loved it so i figured maybe he was tired of it so i tried blood worms and he wont even touch them. I am not sure if this is because of the sickness or just doesnt carefor them. Any help would be appreciated. All water params are fine. He is the only fish in the tank along with 5 snails and 2 clusters of button polyps.

 

EDIT: The spots are larger than ich spots.
