It looks like cloudy water in a crashing tank. it could be a lot of different things, it's really hard to tell in this photo. I would suggest trying to get a better photo and explain in better terms what the problem is, also include your full water parameters, tank size, system filtration, and any other information that will help others to help you figure out what's happening. I can make an educated guess and say it's white coralline algae but from the looks of everything else in the tank I doubt it. is it a new tank? how long has it been cycling? was the rock live, dry, any excessive die-off? honestly, the longer I look at these photos the more questions I have...
