Anemone foot question

Normally my bubble tip anemone's foot is solid just noticed it looks like the middle is stringy and is way different than normal. 

 

Feed once a week or so with some raw shrimp like 1/3 of a small one. Has been in the same place for months now. Extends tentacles doesn't inflate though. Never has. 

 

Is it splitting or dying? Any help would be great.
