Would this be too much? its a 5 gallon reef that is cycling with about 6-7 pounds of carribean rock and about 3 pounds of live sand, the system is a millenium filter with 2 tiny powerheads for circulation the lights are a coralife double compact daylight and actinic. temp is where I'm having trouble I am maintaining about a 74 at the highest with it dipping to about 68 at night.

Neon gobies are great for nano reefs; they're just about the smallest gobies there are, and they'll clean up other critters. I'm not familiar with Japanese wrasses, though. Some of the wrasses can be aggressive, so be careful! For a 5 gallon, I'd say anything larger than 2"-3" would be too big for a second fish.
