Small blue tang and a yellow tang for a 100L DT

My tank dimensions are 

34"L x 16"W x 12" H

Can I host a 2 inch blue tang (Dory) and 2 inch yellow tang while 2 clowns inside??

That's not large enough for tangs, which grow quickly, need a lot of swimming room because they swim constantly, eat a lot and create a lot of waste.

 

These fish generally need 70g and up.

No. They need room to swim even at 2 inches, they grow fast, and they get aggressive in tiny spaces. That scalpel they carry on their tail isn't just for show.
