Helios T-5 lighting

What could these lighting fixtures sufficiently support livestock wise? I have a 20gal tank with nothing but sand/live rock in it right now running under some crappy 25w incandescents. Would I be able to support more than just a few softies, like maybe some SPS/LPS?
