This is normal for a new skimmer. It needs a few weeks to break in, I think mine took 2-3 weeks before it worked well. Washing in vinegar can speed the process. Link to comment

All skimmers need a break in period its at the proper water level right at the little waves on the skimmer. Fully open the cap fills up in 5 seconds right now. Just installed it today.
