Look like one of the many forms of Caulerpa ... grows on a runner ? or not ? If not it could be another type ... let me know

Looks like a caulerpa of some kind.

I personally don't mind them. As long as you prune them consistently they are very effective at nutrient removal and help give a tank a more natural feel.

I would definately hack those back a bit and give your palys some space.
