White fuzz on fire fish

It's not the cotton fungus, but looks more like fiberglass poking out all around it's gills and face.

Any one what this is?

I recommend toothpaste directly on the fish. A good scubbing will do.

Maybe it is some kind of asbestos insulation or heat shield?
