No. The water is pushed through a 'turbine' which turns a gear that turns the powerhead. The speed of the the rotating head is dependent on the water flow going through. Petsmart had these on sale for cheaper than any other powerhead. Careful about getting floating sand into it however... It can quickly jam the gearing. Luckily, its easy as pie to clean out.
