T8's on a 1 meter tank?

Hi,

 

I've recently got a new tank - 1meter in length. About 28 Gallons if I do the sums correctly. Anyway, I've got 2 spare 20W ballasts, and am thinking to run 2 more lights. Would this be enough light for this tank:

2 x 10 000k (20W) and 2 x Actinic (also 20W)? To my mind, that brings me to 80W in total, which is around 2.85Watts per Gallon. I cannot go MH, nor Power Compact - WAY too expensive in South Africa.

My alternative would be to go T5's at a later date, but I'm not sure what ballast they run....
