T8 Dilemma

I was thinking of starting a softy prop tank in a 30 gal breeder (36" x 18" x 12"). I was kind of stuck on what I should do for lighting this tank. A member of our reef club suggested to put 10 T8's (5 10k's and 5 actinic) in a custom built hood, and to use 5 of those $7 ballasts that can be found in Home Depot (each ballast can run 2 T8 bulbs). The member that sugested this has a similar setup on a 20 gallon that's been running for the past 4 months and the growth and colors of all of his softies is fabulous. If i'm not mistaken the T8 bulbs can be either 25 or 30 watts for a 36" bulb. That's 250 or 300 watts over a 12" deep tank (all for under $200) !!!

1. What are the major drawbacks to a setup of this nature?

2. Can this setup truly work better than a VHO or PC setup?

Any information or advice would be greatly appreciated.
