My 20g via aqua

I have one signal goby and a dart fish. I cant figure out what the white dots are, snail eggs and/or amps, somthing? My ballast went out as well and I am wait for the new shipment. I am going to make a 10g fum underneath. Light is 36w 12000 and 36 w 7100 Do you think this is enough? 1 have a bio wheel, prizim skimmer. I think my flower pot will not make it with out the light it is fading.
