odd chromis fish behavior

Hey, this morning when the lights turned on, as usual it looked like my fish wasn't quite awake yet. still on "autopilot"

but today at lunch i look and he, the green chromis, is still acting the same way except much worse. Should i be worried that he's still nto awake and the day is almost over? He's still moving his fins but he's not responding. I can even reach in and touch him

 

I think he may be in shock or brain dead. can anyone help?

 

i have a 10 gallon tank with a green chromis and a blue damsel. the light is simply a 15 watt NO 50/50

Is he blind? I just bought two 3/4" BlueGreen Chromis for my 29g and was reading up on them when I came across a Web site indicating that some can go blind and then slowly waste away since they are unable to feed properly.
