Smokey Joe
It's pretty hard to overlight a reef considering many of the corals and animals come from the tropics where the light intensity could never be matched in the home. Some corals may bleach in bright light but this is usually a consequence of them adapting to inadequate light in holding/display tanks. Link to comment
JIM27
A 32watt PC over a 4 gallon refugium is kinda over doing it. You could light a 4gallon ref with one 13watt bulb and be sucessful. Refugiums don't require much light at all. I've seen refugiums lit with NO floresents and even incadesents and the macro was growing like crazing. But to answer your question, yes your light is fine.
