what bulb combination

if my ideas for a 70 watt halide work don't come through, I have a electronic PC ballast that will run 3 36 watt bulbs. i want highy coral fluorescing, but also want plenty of light. this will be over a 15 gallon high for now and then over a 10 gallon when i downsize. so, should I use two actinic bulbs and one 10K or 2 10K's and one actinic?
