CPR Aquafuge Flow

Hi, I juts bought a used CPR Fuge for 20 dollars from somone and it came with the used pump. He said he never used it, just got it in a trade and he had no clue if it works. I am not sure how much the flow is supposed to be in one of these. I believe its the 14 inch model. The water slowly goes over the tall, last, baffle and the flow coming out of the fuge seems like nothing at all. I know the water is supposed to go through them slowly. Should it be coming out this slow?

the more time the water spends in the refugium the better. For something that size you want around 150gph.
