power compact vs vho

i want to set up a 26 gallon reef. the tank is approx 19-20 inches tall. i wanted to know if power compacts were the way to go?! i plan on having mostly soft corals, inverts; however, if possible i would like to show off a small clam.

how many watts per gallon to get the best penetration?

which is better?

what is the best way to purchase these?...that fish place, hellolights.com, etc...?
