Is this lighting good enough for a 24 US gal

powerful enough for what ?

 

for soft corals and fish - yes, perhaps even some LPS.

 

for SPS and clams - no.

 

your tank is 36" and the 55W PC's are only 21" or 22" (depending on which pin configuration you have), so it may be a little dark down one end.

 

What about using the 34" 96W PC's ?

I live in the UK so Im limited to 55w max (only one company does power compacts in the UK) I could get 3 or 4 tubes instead of 2, to fill in the gap. On the tank size I can only put the water upto a depth of 13in because of the design of the tank. And idea is to have soft corals and fish. thank you for you reply.

If you can add a few more bulbs to the hood, go for it. You can keep some sps under power compacts. Monitpora digitata grows well under that lighting, but like I said a couple more bulbs would help.
