small fuge with sand and rock ?

I have been looking at a smaller fuge, either a 12" HOB or a AC300 for a 10-20 gallon tank and I am wondering if it is really worth putitng in sand and a couple pieces of rubble in there or just going with some macro algae.

 

With the small sand and rock capacity does it make a significant addition to the bio filtration if you already have a good amount of rock in the tank already?

one benefit is that a little bit of ls and lr with macro will give more places for pods and such to hide and multiply and help give more natural food source for your tank.
