White hair on brown dot on glass

My tank had brown dots on the tank wall, with some white hair growing (or attached, not sure) from them, those white hair also grow on rock, what are they, how to eliminate them?

 

Ammon, Nitrite, Nitrate, phos = 0ppm

Calcium = 450ppm

Are you talking about the inside of your tank or the outside? If it's outside the tank could be a booger with some cat dander stuck to it. Does it stick to your fingers and get caught up underneath your nail when you scratch it? What about taste and texture?
