Get a gallon milk jug or some form of container and poke a hole on the bottom of the side and silicone/glue a piece of airline there. Place an air valve in that line to control drip. Make sure the container is above the sump or tank (whereever it's being dripped and set the drip according to evap. Can't get any cheaper than that. Do you know how to mix kalk?
