Flow Question

Have quistion about flow. I Have A 25 gallon Tank that has been set up for about six months now. Current corals include one bubble, one colt, one red lobo, gold brain, green clove polyps, maxima clam, zoos, moon coral, fox coral, mushrooms. I have A ehime 2213 canister filter along with reef octapous HOB skimmer the pump on skimmer is rated at 225 gallons per hour. Also have A korallia 2 power head rated at 600 gph. My fox and brain do not open compleatly when korallia is running, Is this two mutch flow, I have tried all different placements in tank flow just to strong Smaller pump maybe? Or Maybe two smaller placed at different ends of tank? Also when I turn the Korallia of they compleatly open.
