PC light fans

I know this is a newbie question but.... I bought my first set of PCs and they have a cooling fan. The problem is that I havn't the fans come on yet. I have only been running them a few hours. Are the fans supposed to be on the whole time the lights are on? is it bad to run the lights without a fan?
