Should I ditch the catalina actinic for a hellolights actinic?

I recently picked up a hood from psl, the 2 20k mh's are different brightness's (sh*tty bulbs), and the actinic doesn seem to actinic. If I leave the mh's off and just the actinic on I would think that my fluorescent orange fungia should stand out like a light show, however it hardly fluoresce's? I am just wondering is it the fault of the bulb?

 

for information my tank is a 20 long, and the hood houses 2 150w double ended 20k catalina mh's and one 65w pc actinic.

 

Shoudl I upgrade and keep the catalinas as backups?
