can i keep a pistol shrimp w/ watchman goby and a pair of clowns in 10 gal

I would say one or the other. clowns can be territorial once they pair off and find a particular area in the tank they like. The goby and shrimp would be much better eaters and more outgoing in general in a simpler stocked tank. Perhaps do some citron or neon gobies instead? They will stay up and away from the ground dwelling shrimp and goby.
