new setup question, mix salt before or after sand clears up?

i dont have the option of premixing 20 gallons of saltwater, although i did buy a 5gal cooler for mixing future water changes. my question is do i mix the salt before, during, or after the sand cloud clears up? or does it matter? i plan on using a 20lb bag of those packaged live arag sand on top of some dry sand and presume it will cloud up some. i also plan on adding liverock after a couple weeks of just the sand and water. does anybody see anything wrong with that or have comments?

mix salt (in tank) before adding sand. you're going to have a pretty boring tank with just sand and water. no critters in that sand. no reason not to add the rock sooner
