JBJ Nano Cube 28g HQI filter and protein skimmer setup HELP

Hello ladies and gentlemen,

Thanks for the great forum.

I just got my JBJ Nano Cube 28g HQI and it looks like the pumps are not enough powerful to do the filtration, the water should go through the filter but instead it goes over the filter, the protein skimmer is not working either, it creates foam but it fills up the container.

I did try different water level, what do I do wrong? Appreciated any help.
