Overdriving NO Lamps

I have read a few threads about overdriving NO lamps and was wondering if I can use 2, 24inch lamps in a Glowmat 2 ballast setup that is rated for 2 48 inch lamps.

 

I would probably just use this while cycling my tank with live rock and waiting for my hood to arrive. Later they might be used foe suplementry lighting or moved to a freshwater tank. I already owne this ballast kit .
