Green whispy algae? or grass like growth

Can someone tell me what this is and if it's good. My tank has been up for 3 weeks 3 days. I noticed this stuff growing about a week ago and thought it was cool looking and now it's everywhere. I have a 10 gal w/ about 10 lbs of live rock and a power head. I haven't added any critters yet because I don't think my cycle is complete but my test levels are all normal. Any ideas greatly appreciated. I might try to take a pic with my digi cam and post it. Thanks.

throw in some turbos

they made short work of mine

it was a matter of hours

but don't be distressed if it takes more than hours. took mine a couple weeks to get it under control.
