Put the whole shabang together: rock, sand, lights, heat, & flow. Let her rip. No fish. And no water changes. When nitrites bottom out, do a nice w/c and you're good to go.

Lights: Answers will vary. Do what you feel.

Heater: A MUST!

Powerheads: A MUST!

Fish: If you've got a good ammount of Live sand and rock, do not put any fish in until its done cycling.

Water changes: Another varying answer. If you do any WCs, it could slow down your cycle. But if you've got hitchhikers on your rock that you don't want to die, you might want to do water changes when the ammonia and nitrites get to dangerous levels. And then I wouldn't recommend anything more than 15-20% changes at a time.
