need an ID of "algae"

First guess, dinoflagellates. Second guess cyanobacteria. Third guess, some freaky algae. Fourth guess I got no clue.

Have there been any livestock deaths?

That looks a lot like dinoflagellates. If you have access to a microscope grab a mic under 40x mag. If you can blow it off with a turkey baster easily, and it produces a lot of bubbles, it's likely dinos.

I dont have a microscope, but most of it is is easy to blow off, and it produces some bubbles, the tabk had cyano but it was treated and eradicated. No live stock deaths related there is no coral in there until we can find out what it is and how get rid of it, however the fish are thriving

Tell them black it out for several days and see if that kills a ton of them. They need the light to live, so the darkness will make them start to loose energy and try working off their sugar reserves. Also supplemental bacteria ( since they are not photosynthetic) could be dosed at the same time to make less available nutrients in the water for them to starve the dinoflagellates even worse. I would say a weeks darkness with bacteria would very likely make their extinction in the tank. Its always worth a shot.
