Is a 3W Par16 blue LED spotlight enough to grow some macros?

Partially Submerged

I have the above bulb (http://coralcompulsion.com/PAR16-ACTINIC) sitting around, and I'm wondering if it might be enough to grow some macros in my 4g refugium. I would prefer the blue looks over a more daylight-like spectrum since the light would be on at night in my bedroom.

I'd prefer dragon's breath or chaeto, but I'm open to alternatives. I already have some halimeda growing in the tank, but I know it doesn't do too well under low light and I am worried that it might outcompete my corals for calcium, so that one is a no.

That's pretty weak @ 3w. I have one of the same bulbs with 5, 3w led's for a total of 15w over my cheato & it does ok. It's about 6" above the Fuge. Check ebay, you can get blue/red combo for around $7bucks or so for the 15w. I think that would be a better option. My fuge section only holds about 2 gal.

Edit: Here you go:

3W LEDs are plenty, for the area that they cover, but you're going to need more to cover a 4g effectively. On top of that, I bet you'll find growth to be pretty minimal without anything in the 3-14000k spectrum.
