Can stray voltage have killed my fish?

I had a pair of clowns in a 6 glaon tank that lived very happily for over a year. They were both suddenly (from what I thought) eaten by my anemone. After testing everything I put in another clown with a damselfish thinking they got sick and they just ate the dead bodies. A few days later I found the clown and damsel dead. They both had a white film peeling off them.

 

After some putting my hand in the water with a small cut I felt I was getting a shock. I unplugged things one by one until I wasn't electrocuted anymore. It was the heater. The wire was crimped form where the lid opened.

 

Can stray voltage kill my fish? I replaced the heater but terrified to try a third set of fish if it was something else. My water should be perfect. I don't know what to do. Any advice?

Yes it can. It also makes fish jump out of the tank to get away from the stray voltage.

 

Test your water.

 

IMO let the tank set about 6 weeks just to be sure it wasn't something like velvet that killed them.
