Looks like a hammer to me. My hammer has a few polyps on it that go round instead of the hammer shape.

It can be a hammer but I notice that some tips look like it can be a Frogspawn. It looks like a baby one too. Very nice.

it's a hammer, the tenticles do not branch; also, notice how the end of each is an oval - frogspawns and torches are going to have circular tips
