Exactly, that was my problem with the design. The only way it could flow above without sealing would be to fill the water level above the top which would render the final baffle useless. I was told that the 3rd baffle was installed specifically so you can hang the cacdlights pls50 there. It is not supposed to be functional. Not sure if that is true, but either way I am getting no use out of it since I am using the Aquamaxx WS-1 skimmer Quote Link to comment
