I wouldn't add an anemone or starfish until the tank has been stable for at least 3 months and 6 would be better. Instead of the sand sifting starfish get a strombus conch. The sand sifting stars will eat all of the life in the sand in tank that small which defeats the purpose of having live sand in a nano.

 

If you went with the 26 watts you could get a variety of corals such as mushrooms, star polyps, xenia, calustrea/candycane, open brains, purple gorgonians, capnella, hammer and torch corals. Just don't overcrowd the tank and leave the corals room to expand and grow. HTH and good luck.
