That looks like dino's.

 

Which is caused from a lack of biodiversity, competition, and low phosphates is the culprit for allowing dino to become an issue. Low nitrates doesn't help but low to no phos is a main caise for them to explode.

Have you tested phosphate with a good tester? If using Api its a high range tester and useless for reef keeping. It doesn't actually read 0. Its lowest reading is 0.25 which is high.

 

The only accurate testers is salifert and hanna ultra low.

Well it's not my tank so I have not tested, but generally for scrubbers (which is different than for sand) when you have this growth it is phosphate above 0.2
