Frogspawn Flow or Light?

I’ve had this guy for about a year and a half, he was big and puffy at the LFS but he’s just hanging on in my 20g. 
 

Does this look like he’s reaching for light or too much flow? Could be nutrients too as some of you I’m working on getting No3 and No4 levels up.

It’s actually a hammer. Here’s a year ago almost to the day.

Here a year later.. Since I moved him back he’s not reaching out as much and looks happier.
