Turtle Grass Question?

I purchased two Shoots of Turtle Grass almost a year ago, one didn’t make it. The other one is growing but hasn’t produced any runners. My Mermaid Fan and Halimedia have both produced many runners, in this Aquarium. Any tips? BTW Years ago I had another kind of a stubby Sea Grass and it threatened to take over my 90 gallon.
