Wierd white film/cloudyness on tank (dry)

Hi,

So I recently bought a used tank, and I noticed when I got it home and was cleaning it, it has a wierd film/cloudyness all the way to about an inch from the top (Water line?). Also, on the side you can see a circular spot of clearness, which I assume is where the powerhead was.

The pictures with flash make it stand out much worse, its not super noticeable unless you have a light on it, and its basically not visible with water in it. Its a ADA 60P 17G. Any idea on what could have caused this, and tips for removal? I soaked it in vinegar/water for a few hours and scrubbed it, didnt seem to help.

Looks like hard water marks?

Thats what I thought, although its wierd, because when I add water to the tank and fill it up, you cant tell the difference between the stained part, and the top part which isnt stained.
