Getting back at it

been 4 or 5 years and now im back at it. today i set up my nuvo 40 with 40 lbs of dry rock and 40 lbs of caribsea cycled sand. couple of questions

 

1. is bubbles inside the tank normal? i read that its air pocket from just dumping water in the tank all at once.

2. my return pump seems like its pushing water weirdly, it looks like its pushing water out really fast for like 2 seconds it looks like its being pushed really hard then it goes back to normal. i have filter floss on both overflow.

Bubbles are normal when first setting up an aquarium.
